This is by design. Newer versions of Tomcat requires special characters in the URL to be HTML URL encoded. The client application that is making the request to the server should URL encode the request.対処法
For applications that make use of ArcGIS Server 10.6.x REST operations, manually convert the { } characters to their ASCII equivalent:- %7b for {
- %7d for }
