Starting with the 11.1 release, ArcGIS Enterprise supports the ability to display image attachments for both hosted and server-based feature layers within pop-ups in the Portal for ArcGIS Map Viewer. To accomplish the workflow noted, using the attachment element gallery mode when configuring a pop-up on a feature layer is recommended. Refer to https://enterprise.arcgis.com/en/portal/11.1/use/configure-pop-ups-mv.htm#ESRI_SECTION1_E563DC86D0864BAA9F2FDE0C78EF7389 for more information. However, the Note in Step 5 is incorrect and is to be updated in the near future. Starting with ArcGIS Enterprise 11.1, the list and gallery mode for both hosted and server-based feature layers is supported.
