For the same reason that 'Submission URLs cannot be used directly with a nonfederated ArcGIS Server feature layer' (https://doc.arcgis.com/en/survey123/get-started/survey123withenterprise.htm#LI_E8649CE4F9484299957A767A0DF04BB4), a public service of an ArcGIS Enterprise instance must be secured and registered in ArcGIS Online.対処法
