参考情報
Publishers can view statistics reports but can not edit or create new statistics reports. In this bug reproducible workflow, it mentioned "None of the services in the service tree in the left panel can be selected" and "After selecting one service to display the statics graph, all services and checkboxes are greyed out". These actions of selecting a service to display the stats graph from ArcGIS Server Manager are actually sending an edit operation to the existing statistics report, which only the administrator has access to, not the publisher. The publisher can view the existing statistics report, but the publisher does not have permission to update the statistics by selecting or unselecting the services from the statistic graph.再現の手順
