不具合
In ArcGIS Pro with enterprise geodatabases, changing a domain property like a split policy requires full privileges on all feature classes or tables which uses the domain. While in ArcMap, it is not necessary to have select privileges on these feature classes.

The behavior in ArcMap was incorrect and it was corrected in ArcGIS Pro. If the domain has already been applied to tables/feature classes, the user needs to be able to edit all those tables. Only then can the user modify the domain.再現の手順
