不具合
In ArcGIS Pro, the error message, "Insufficient permissions" is returned while editing if the map contains any feature class from a feature dataset that has data participating in a relationship class and the user does not have permissions to the related data.

When adding data to a map from a feature dataset, ensure that all data within the feature dataset as well as related data has the proper permissions. Therefore, it is required that the related data have the additional permissions granted. Grant the SELECT privilege to the user on the table mentioned in the error message.
