In ArcGIS Pro 2.9 or ArcGIS Pro 3.0, newly created symbology classes for unique values are not added if the values are not part of the attribute values of the data.

This issue was not reproducible in-house and will not be addressed at this time. If the issue persists, contact Esri Support Services.対処法
After typing in a new value, be sure to click on the new value to select it before clicking OK. This method ensures it will be added to the symbology.
