不具合
In ArcGIS Online, using the Analysis > Manage Data > Merge Layers tool merges the features, but does not add the attachments to the output feature service.

This is by design.対処法
Running the Merge geoprocessing tool in ArcGIS Pro merges the features and the attachments. A Standard or an Advanced license is required to run the tool in ArcGIS Pro.
