This is a known limitation, and is documented in the first bullet here: https://doc.arcgis.com/en/arcgis-online/create-maps/create-labels.htm#ESRI_SECTION1_2963DE67B30B4FB89F332D248F3B6273 As you zoom out, the labels scale by becoming larger to remain legible. However, at a certain point, they become so large they overlap each other. This is why the labels seem to disappear when zooming out. Adjusting the font size and placement may help alleviate these issues.再現の手順
