This is not a supported workflow. Changing any layer URL or urlTemplate once the layer is loaded is not supported. Add two WebTileLayers for this use case and swap them. The following JS Bin application shows how to add the two WebTileLayers into a GroupLayer and set the GroupLayer.visibilityMode =exclusive to show only one web tile layer at a time.
