In ArcGIS Experience Builder, the Column widget is moved to the Pending tab when the large screen view is not available to insert the custom medium or small screen views.

This is as designed. When customizing layouts for small to medium screen sizes, the goal is to create different page layouts. As a result, ArcGIS Experience Builder does not keep the layout widgets for different screen devices synchronized.対処法
Insert a new Column widget and insert the widgets (for example, the Button widget) listed in the Pending tab.
