参考情報

The ArcGIS Maps for Power BI add-on license is not supported in ArcGIS Enterprise on Kubernetes and ArcGIS Enterprise on Windows and Linux in versions 10.9 and above. ArcGIS Enterprise on Kubernetes license files that contain add-on ArcGIS Maps for Power BI licenses are not supported. However, in the event that license files with add-on ArcGIS Maps for Power BI are used to authorize Kubernetes, the license will be ignored and creating an organization will succeed starting at ArcGIS Enterprise version 11.1.

対処法

Use a portal license file without the mapsforPowerBI add-on license. As the mapsforPowerBI add-on license is no longer relevant, it is unlikely to encounter this issue, except reusing an existing license file.
