In ArcGIS Desktop 10.3.1, the error "Cannot open the file: mk:@MSITStore:C:\Program Files (x86)\ArcGIS\Desktop10.3\help\optimized_map_services.chm." is received when opening optimized_map_services.chm under C:\Program Files (x86)\ArcGIS\Desktop10.3\help.
