If the Windows Region and Language settings are set to Czech (Czech Republic), solving the service area analysis fails with the following error, "ERROR 030118: All break values must be numeric."

Set the Region and Language settings to English (United States). Changing the Decimal symbol in the Region and Language settings from a comma to a period works when the Region and Language settings is maintained as German or French, but does not work for Czech (Czech Republic).再現の手順
