不具合
If a Virtual Earth user's name and/or password contains any URL encoding reserved characters, it would not authenticate with or without vetoken. It is applicable to all the users trying to consume Virtual Earth as a base map in their ArcGIS JavaScript, Flex, and Silverlight applications.

The problem was fixed by updating the token file. Now the new vetoken.ashx can work with such passwords.再現の手順
