This change is listed in the breaking changes at version 4.14 of the ArcGIS API for JavaScript. An HTML sanitizer has been added to all widgets, which removes some HTML for security purposes. This causes the HTML set in PopupTemplate.content or in other widgets to be removed. Instead of setting the content as an HTML string, it is recommended to use a function to modify the dom node directly.
