This is expected behavior on tile layers set with sublayers. Users also do not have control of the layers when adding the tile layer back into ArcGIS Pro. To control the layer visibility, publish a web map with group layers from ArcGIS Pro and Map Viewer leverages the group layers in the map, or publish the layers individually and use Map Viewer to set the group layers.再現の手順
