The issue is not reproducible in ArcGIS Enterprise 10.8.対処法
Configure the pop-up to show attachments as a link:- Click 'More Options ...' next to the layer in Map Viewer.
- Select Configure Pop-up.
- Check the 'Show feature attachments as links' check box. The attachments are available in the pop-up for viewing.
