参考情報
The issue is specific to the Cross-Origin Resource Sharing (CORS) policy of server hosting the CSV and does not occur with a CSV hosted on a CORS-enabled server. This is a known requirement for JavaScript 4.x applications.対処法
Use ArcGIS Online Map Viewer Classic.
