The service is already published as shown under My Content in ArcGIS Online. There may be confusion because if a feature layer includes a data layer, then a Publish option will be available. In this case it is actually publishing to a tile layer instead of publishing the feature layer itself.対処法
Share map to ArcGIS Online: 1. Open web map.2. More Options > save layer.3. My Content > item details page for layer > Publish.再現の手順
