Exporting a hosted feature service to an Excel table exports the dates in Coordinated Universal Time (UTC) when a time zone is specified on the data prior to publishing.

This workflow is by design. All datetimes are converted to UTC on publishing to ArcGIS Online. Specifiying a time zone during the upload provides the offset required to convert to UTC, and so subsequent downloads provides the times in UTC. The data tab may display a different format because it is superficially converting the data to the users' local time.再現の手順
