不具合
Executing the arcpy.analysis.SummarizeWithin method in a script tool in a new toolbox (.atbx) results in the tool failing and returns the error message, "ERROR 000824: The tool is not licensed. Failed to execute (SummarizeWithin)."

This issue is not reproducible in ArcGIS Pro 3.1.3 and above. Upgrade to a newer version of ArcGIS Pro.対処法
Use the Save Toolbox To Version geoprocessing tool to save the toolbox as ArcGIS Pro version 2.9, then add the resulting toolbox to the project and run the script. Refer to https://pro.arcgis.com/en/pro-app/latest/tool-reference/data-management/savetoolboxtoversion.htm.
