This is by design. ESRI.lib is automatically installed in Esri CityEngine workspace. The additional content can be downloaded online to complement the provided rules and used directly in scenes. These 3D assets are called Webstyles and, for the most part, are available across the Esri platform. From Esri CityEngine 2019.0 on the Plant_Loader.cga depends on Webstyles.
