This issue is addressed in ArcGIS Pro 3.3.3 and 3.4.対処法
Downgrade to ArcGIS Pro 3.0.3 or 3.1.0 to use the Xml file output type. In ArcGIS Pro 3.3.1, use the Geodatabase output type.
