This is not an issue with Story Map apps, it is a web security limitation. See the section "Some websites restrict embedding" in this blog: https://blogs.esri.com/esri/arcgis/2017/05/05/troubleshooting-embedded-apps-and-websites-in-story-maps/ Looking at the browser dev tools console you can see X-Frame-Options is set to "sameorigin," which means the web page the author attempted to embed in the story map is restricted from being embedded by the content provider (Tableau). Tableau does allow their content to be embedded, so the author of the story needs to use the proper "embed" link.
