When items are added to ArcGIS Open Data, a dataset is created and the cache is automatically pre-warmed so that downloads can be more immediate. So, the first download is expected to be the initial, pre-edit version of the dataset.

対処法

To invalidate the cache, perform a download manually after the edit.
