The behavior described in this issue is not addressed in the current ArcGIS Server Manager app. A next-generation ArcGIS Server Manager app is being developed and incorporates this feedback.対処法
Select anywhere in the text of the 'Role name' or Action. Press Tab, this mouses over to the Add button, and press Enter on the keyboard.
