The steps above always reproduce this issue, however, workarounds are inconsistent:

Potential solution 1:

1. Remove one of the sub-layers from the group layer.
   1. Editing should now be enabled.
2. Add it back into the same group layer.
   1. Sometimes editing stays enabled.

Potential solution 2:

1. Remove the layers from the group layer.
2. Add another (completely separate) editable feature layer to the map.
3. Recreate the group layer, adding the original 3 sub-layers one at a time.
   1. Sometimes editing stays enabled
