Saving a toolbox in ArcGIS Pro updates the version of the toolbox. To ensure a .tbx file works in both ArcMap and ArcGIS Pro, the toolbox must be saved as an earlier version. Right-click the toolbox in ArcGIS Pro > Save As, and save the earlier version of the toolbox.対処法
