In the Layer Properties dialog box of the service, select the 'Don't cache any data locally' option to refresh the display.対処法
In the Layer Properties dialog box of the service that is not refreshing right away, click the Cache tab, and select the 'Don't cache any data locally' option. Clear any cache built. This allows the data to refresh immediately upon panning.再現の手順
