対処法
In ArcMap, use the Convert Time Field tool to convert the date field to a string field to display the date according to Operating System settings. http://desktop.arcgis.com/en/desktop/latest/tools/data-management-toolbox/convert-time-field.htm **UPDATE: Do not export updated results to CSV format, this will reset the string back to a Date field which reintroduces the issue.再現の手順
