不具合
Date values are unable to convert to UTC time when publishing hosted feature services to ArcGIS Online if the time zone is set on a field through layer properties and an underscore is added to the field name during publishing.

The development team has considered the issue or request and concluded it will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.対処法
Option 1: Publish the hosted service from ArcGIS Pro, and use the Time Zone parameter in 'Share as Web Layer'. Do not enable time on the layer through the layer properties, use the Time Zone parameter only.
Option 2: Use a field name for time field(s) that are not PostgreSQL-reserved words, or do not get an underscore added to the name when publishing.
