This issue was logged against a version of the software which is no longer supported, and has not had activity in some time. Use the workaround below to display the custom text:
- Create a custom toolbox in ArcMap with the display language set to German.
- Copy and paste 'Execute Webkarte exportieren' and 'Execute Layout-Vorlageninformationen abrufen' to the custom toolbox. The tools are named in English.
