Connecting to Portal for ArcGIS fails from Operations Dashboard for ArcGIS installed on a machine that is not in the same domain as Portal for ArcGIS, and Portal for ArcGIS is accessed through Web Application Proxy (WAP) with Active Directory Federation Services (AD FS) pre-authentication.
