When the .mpk file is imported into ArcGIS Pro, the contents are displayed with the map projection. The annotations are projected on the fly, resulting in the differences in display. When the annotations are added from the geodatabase, the display is correct as the annotations are not projected on the fly.対処法
Change the map projection to match the projection of the annotation feature class.再現の手順
