The architectural model of the ArcMap 10.x applications precludes their use from most multithreaded problems. ArcGIS Pro has multithreading as a core principle and the sample code provided works without issue in that program. The changes to support a multithreaded environment inside these older applications would not be trivial to implement, and is a known limitation.対処法
Run the script in IDLE instead of ArcMap.
