不具合
Attempts to run the ArcPy syntax for the Rebuild Address Locator geoprocessing tool from the Python IDLE (Integrated Development and Learning Environment) to rebuild a locator returns the error message "Error: 000005: Could not open the address locator" if an ArcGIS Pro project is open with the same locator added to it.

This issue is as designed.対処法
To make changes to the locator, do one of the following:
- Remove the locator from the project, then run the script from the IDLE.
- Close ArcGIS Pro and run the Python script outside of ArcGIS Pro.
- Run the Python script from the Python window of ArcGIS Pro.
