This is a duplicate of NIM060043.対処法
Right-click on the problem layer in the ArcMap table of contents. Clear the cache. Select 'don't cache any data locally'. Select 'OK'. Right click on the problem layer, choose 'save as layer file'. Use the layer file instead of a direct connection to the map service.再現の手順
