It was discovered by customer's IT Dept. that a licensing metering software called SofTrack was causing problems for ArcGIS for Aviation: Airports. Once they disabled this, Airports extension worked.対処法
Uninstall the ArcGIS for Aviation: Airports extension, and ArcMap launches as expected.再現の手順
