ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. 対処法

Log in to ArcGIS Online.
Search for any map package such as 'Chicago topo map'.
Disable toggle Only search in Esri Support Services.
Open the map package.
Click Open in ArcGIS Desktop > Open in ArcMap. .mpk file is downloaded.
Open the file and it automatically opens ArcMap.

Or

Open a new blank map in ArcMap.
Open the search window.
In the Local Search drop-down, select ArcGIS Online.
In the search box, search for any map package such as 'Chicago topo map'.
Right-click on the name and select Add to Map.
