When stops are passed in a simple format, do not locate restricted elements and the stops are located on the nearest unrestricted street. To locate restricted elements (and thus an error is returned due to it not being able to route to or from the stop), specify this by passing in a more verbose format for specifying stops and specify, doNotLocateOnRestrictedElements=false.
