This is by design. MyEsri will always include a MAC Address when generating a Named User Pro for Portal licenses (.lic file). This is a bound license certificate file. The signature for each feature in a certificate license file is encrypted to that binding value. Any change to the binding value will cause the signature verification to break.対処法
Replace the MAC address with the word 'ANY' (remove the quotes) in C:\Program Files (x86)\ArcGIS\License10.6\bin\service.txt and restart the License Manager service.再現の手順
