不具合
ArcGIS Pro 1.1 updates automatically to version 1.3 when connecting to the Web Map Service (WMS) services. There is no option to select other WMS versions.

Beginning with ArcGIS Pro 2.0, the Add WMS Server Connection dialog box includes a Version drop-down list. You can use the same base URL provided in step 3. The default value in the Version drop-down list is "Default version". If you keep this value, WMS version 1.3 will be used. However, if you select version 1.1.1 in the drop-down list instead, the connection will be created successfully to the base URL without having to specify the WMS version in the provided URL.対処法
Override the default request made from ArcGIS Pro 1.1, by altering the request URL.1. Capture the request using Fiddler web traffic debugger.2. Change what is appended by the URL by default to specify the service's correct version.3.
