対処法

First set the desired Map scale (1:73,957,191).Right-click the Plate Movement layer and Convert Labels to Annotation, leave the default settings and click Convert.Click Geoprocessing > Geoprocessing Options... > under Background Processing clear Enable and click OK.In ArcToolbox select Cartography Tools > Masking Tools > Feature Outline MasksDrag the Input Layer into the Input Layer boxSelect the location & name for the output feature classType the reference scale in as "73957191"For Mask Kind select "EXACT" from the dropdown menuClick okDrag the new layer above Plate Movement and change its Symbols (remove outline and select desired color)
