ArcGIS Online user role creation allows the permissions, 'Publish hosted tiled imagery layers' and 'Publish hosted dynamic imagery layers' despite these functionalities are not part of ArcGIS Online.

This issue will not be addressed in the current release cycle. If this issue persists, contact Esri Support Services.対処法
