After extensive testing it has been determined this bug is limited to the Windows Server 2003 (32-bit only) operating system. While the solution is still being worked on here are numerous work-arounds for the issue:To open the installed Help: 1. Go to Start > Programs > ArcGIS > ArcGIS Desktop Help. 2. Create a shortcut on the desktop (set the location as: ..\ArcGIS\Help\ArcInfoMain.chm) and use it to launch the installed Help. To open the Web Help: 1. In the applications, click Help menu > Desktop Help Online 2. Go to Start > Programs > ArcGIS > ArcGIS Desktop Help Online. To open Geoprocessing tool Help: 1. In the ArcToolbox window, right click any toolbox or tool and choose Help. This launches the installed Help system.
