This issue is resolved with the latest version of the ArcGIS Server 10.8.1 Utility Network Patch 2 patch.対処法
Uninstall ArcGIS Server 10.8.1 Utility Network Patch 2 from the site. The original patch is removed from the Support site, and a new version is scheduled for release. Refer to https://support.esri.com/en/download/7849 for the information on ArcGIS Server 10.8.1 Utility Network Patch 2.
