The URL provided is not a federated server. Users can only have a federated server with ArcGIS Enterprise. When the URL provided is truly a federated server, the users will be prompted for their credentials, and once the users have been verified, services that the users have permission to access will be available from the server connection. The server connection is associated with a the Portal connection, and the services can be accessed even when the portal is not the active portal in ArcGIS Pro. The URL provided is the URL for an ArcGIS Online organization's hosted services. These services cannot be accessed from a server connection; such a connection cannot be established. These services must be accessed from the Portal tab in the Catalog pane or the Catalog view - add a portal connection that accesses the ArcGIS Online organization, and make it the active portal.
