Workaround:

• If renewing an ArcGIS Developers code where the same deployment and Development & Test subscriptions from the previous code are desired, please call Esri Support for assistance with modifying the code.
• If it is a brand new code, go to the developer site outside of the ArcGIS Developer Subscription activation process and sign up for an Essentials subscription. Then, contact Esri Support to populate the new essentials subscription in the code. For more information, refer to 'What is the ArcGIS Developer Subscription Essentials Plan?' FAQ at https://developers.arcgis.com/faq/#account-what-is-included-with-an-essentials-plan.
