An error is returned when publishing an X,Y event layer with feature access capability enabled (Query only) in ArcGIS for Desktop 10.3.1.

We apologize that we were unable to address this issue within the current product support cycle. If the issue continues to affect your work in a supported release, please contact Technical Support.対処法
1. Publish the service as a map service.2. In ArcGIS Server Manager, go to the Service, and click Capabilities.3. Check 'Feature access' and click 'Save and restart'. The service restarts and in REST, the feature service for the XY event layer is created and it is possible to query it successfully.再現の手順
